S5 box says European sim card only

I am planning to buy S5 from a seller whose phone box says "European SIM card only".

Is this the same as Region lock?

Can this phone be used any other country after using in Europe/UK for alteast 5 mins?

Pls suggest.

I read that as well on the leaflet with the phone. It sees to me it should be able to use non-EU sim.

Yes according to Samsung official line on region lock
