S5 Neo - Can't adjust camera setings

When I touch the gear Icon in the camera screen it opens my settings but quickly closes them again before I can adjust anything.
I tried getting in through applications but that doesn't allow me to change my resolution, etc.

This is a work phone but I've been able to adjust my camera before.

Ideas?

It does it in safe mode too. No phantom touches or other issues.

Could it be locked out, like my security screen doesn't allow me to use the pattern?

Wiped the cache, nothing changed.

Maybe I'll just take it to the guy who issued me the phone and see what he says.

Do 3rd party camera apps work?

So turns out my developer options were turned on and there is some kind of bug that disables the camera settings. I turned them off and everything works fine.

Great, glad you found the problem! Were any specific developer options turned on?

Nothing was turned on. Funny thing, I just turned them on to see what was active (nothing) and went to my camera settings and they work again. Go figure. Kinda like jiggling the toilet handle to stop it from running I guess.
