s7 oreo update, no call notification but ringing

[Android Central Question]

just got the oreo update today. everything wen't smoothly that I can see. However when a call comes in the phone will vibrate or ring but the phone app does not pop up. I have gone to the app in the system settings and checked the notifications are enabled also checked in the app itself and as far as I can tell everything is set to show or allow. I am on koodo in Canada if that makes any difference at all. Yes I have reboot my phone many times. I have not done a factory reset yet, waiting to do that as a last resort.

I noticed it to. I don't know how to fix it. considering hard reset
