S8 Call Ended and Not registered on network

Hi.

I bought used S8, all works well, I can send SMS messages, use mobile data, but I can't call anyone. When I bought and used from the guy, I could call.
When I call someone it just instantly says "Call Ended" and if I call twice its says "Not registered on network". If I call and check if my carrier is on, for the moment when I call, it says "Emergency Calls Only" and then goes back to my carrier. Tried my SIM in another phone and it worked.
I don't know what is the problem. Tried factory reset, pulling SIM out and in several times, tried all settings, nothing worked. And, if I go to Phone -> Settings -> More settings, It says "Failed to read data. Something went wrong. Check your SIM card or network connection, then try again."
I checked IMEI and blacklist, says it is clean...

Welcome to Android Central! What's the exact model number of the phone? (Or tell us if you know if the phone was originally from a specific carrier.) And which carrier are you on right now? We need to make sure the phone is fully compatible with your carrier's network bands.

Hello, G950F Galaxy S8 (SM-G950F). I am on BITE Latvia, and I got from Tele2 Latvia. If it were blocked, I couldn't send SMS messages, right? I have yet to check if with other SIM cards I can't call. Still, that's somewhat big issue.

It looks like BITE Latvia doesn't have LTE, while Tele2 does. Check the phone's settings to see if VoLTE is turned on -- if so, I wonder if this might be confusing the phone, making it look for an LTE band to make calls on. Turn off VoLTE and see if that does anything. (VoLTE might also be called Advanced Calling, HD Calling, or Enhanced 4G.)

There is no VoLTE, Advanced Calling, HD Calling, or Enhanced 4G, but I managed to get it working by putting in another SIM with the same carrier, calling it and then putting back my SIM. I don't know how long it will last, but atleast now I can call, but I can't go into Phone -> More Settings. It breaks it, I don't know why. Maybe it rejects my phone number.
