S8 did not get new notification functions with Oreo

[Android Central Question]

After Oreo, I've lost the ability to go into an app (like Ring) and change the notification tones. The option is just gone. Looking at tech sites (Tom's Hardware) they show that I should have gotten three new things. Notification Channels, Notification Dots, and a new menu item in Settings called "Apps and Notifications". I got none of these. Verizon wasn't any help. Can you help?
