(S9) Photos crashes every time I open "downloaded"

every time I try to open it and view the images either the app crashes or it takes me back out to main page on photos, tried clearing data and cache and uninstalling

I assume that you are talking about Google Photos. Where are you finding this "downloaded" item?

Did you try clearing your cache partition? Try that next. It def sounds like an app issue. A work around would be to go into your "my files" and move the pictures from downloaded folder into a new folder and then try opening them thru the gallery again (but that would be a pita). But it would let you know if it's the folder that's the issue or gallery app itself.

If you are using an SD card, insure it is working fine by accessing the photos on your computer.
