I have a Galaxy S9 (SM-G960U1) on Verizon and 4 days ago I received the update to Pie. Since installing my phone randomly changes from Eastern to Atlantic time (1hr ahead) when I wake it from sleep. Sometimes a restart will revert it back, but not always. Is there a fix for this without manually changing to Eastern Time? I don't travel often, but I don't want to have to worry a about changing it when I do for work.

since it gets this information from data and your carrier, are you restricting data for anything ? have you been having any issues on your network?

also if you leave in airplane mode at night when you go to sleep it wont communicate with towers to receive that info
No network issues that I'm aware of or data restrictions. I have mine set to display a warning for data usage at 2.15 GB but nothing that would turn anything off. Been looking to see if any other settings were changed with the update.
Over the weekend it did seem to revert back and forth more when I was in the same area. I'll pay closer attention to it.

Your on the unlocked version which shouldn't be any different then carriers for this auto timezone
After you updated to pie did you get any recent prompt to update time and zone and require you restart your device?
Nope. The only other anomaly I had after the Pie update was Samsung Health was stuck saying it was updating and couldn't get rid of the message (even after turning phone off and restarting multiple times) until I disabled the app.

I did get the prompt , maybe that's what needed to fix your issue...if not I would talk to your carrier about this.

Have you tried seeing what options are available to you? If nothing else, you could manually set the time. I also saw another place where someone had an option to set the time based on GPS location. So I'd additionally check to see if you have that as an option. If you do and that's enabled, then it could be the phone think's it's somewhere else. If you don't have that option, simply turning location services off may be worth a shot.
I'm also with Mustang on calling your carrier. They may have ways to check things on their end regarding the time servers.

I went to the Verizon store today and they didn't have a good answer as to why and just turned off the auto time zone detection; said I should try turning it back on after the next update. Otherwise they suggested s factory reset which is my last resort.
