safe to charge overnight?

Sure. It's best to let a battery drain down to it's warning point before charging long periods of time. Try to drain it to %15 before leaving it plugged in over night.
 
From what I have read, its best not to drain Li bats down too far, too often and its not a good idea to store them near empty or near full. Its fine to put your bat on the charger at 30 or 40% regularly and once a month or so let it drain to 10 or 15 percent. That will supposedly give you the best long term battery life. No matter what you do, Li bats are toast after about 3 - 4 years if you use them or not.
 
Once the battery hits 100% it stops charging. I'll notice I'm at 97% in the morning. So its safe yo keep your fascinate on the charger as long as you want.
 
Once it charges to 100% it stops charging, then drops to 95..ish% then starts charging again up to 100%. This repeats as long as it's charging.

If anything, you should be able to change the battery once it no longer holds a charge.
