I got a bunch of Bixby apps updated in Galaxy Apps, and then voice appeared. This is on a Telus S8+ in Canada.

That's right! Just realized after reading your post, I've got BIXBY VOICE. It's past midnight and the wife is sound asleep. I'll have to wait until morning to try it out.
