Samsung account terms and conditions

Just now I tried to download a wallpaper by long pressing the home screen. Samsung account popped up and told me I needed to sign in again. But it was accompanied by some unreasonable terms and conditions. Not only are they ridiculous, they don't even make sense. Does anyone know what I would even be agreeing to here? Send my contacts to what now? Also the other terms and conditions are to allow Samsung to track every single thing you do on the phone. Seems unreasonable for the privilege of paying a dollar for a phone wallpaper.

No one knows what the second agreement is about?

"I agree to send my contacts to find and view friends in Contacts."

What in the world does this mean?
