The notifications yes. They show up in the middle of the lockscreen. But the pull down menu with the toggles, no. Apparently I disabled that using the Cerberus anti theft app.

I do like being able to get to some stuff without unlocking the phone just not everything, hopefully down the road there will be an update to edit what is available
