I'm coming from an iPhone and the clock icon always displayed the correct time. I noticed this one just randomly does. Any ideas?

I never noticed that it was dynamic like that. Wow, there are a few processor cycles and battery bits that are wasted.

To your question however, I have my clock icon in the app drawer only, and I exited and entered the drawer repeatedly, and the seconds hand was in a different position each time. It appears that mine up dates at every icon draw request. However, I did notice that if I stayed in the drawer it did not update on its own. So it is an icon, not a clock.
 
Check the settings. It might be set to update upon opening or refreshing the screen. That saves battery so it's not always trying to find the time when your not using your phone.

With the plethora of widgets I never looked - I keep mine in the app drawer. I have the BeWeather widget (live update) that opens the clock app if I click on the time. I can see why Apple does this (by the way was originally a jailbreak only items at one time :cool:) as widgets of this type are not allowed in stock iOS.
