So say I submitted a return for the Note but decided I’d prefer to keep it. Can I still send my trade and keep it? Or do I need to return it and it’s to late?

If you don't return it they will charge you the trade in amount.

I’m wondering can I still send my old phone and keep the Note. Or is that not a possibility? Is the preorder deal null and void.

If you ordered online and selected the item you wanted to trade. You'll need to send whatever you process to them or you will be charged full price.

Can he cancel his return request for the new device so that he can keep the new device and still send in his trade?

I had a feeling it would be OK and was awaiting your confirmation to suggest contacting Samsung.
