Samsung delivering inconsistent regional updates

First, let me mention the good part. Samsung seems to be doing a better job so far delivering on monthly security patches. I just received the June 1st security patch on my S8+ (Bell Canada, but phone purchased unlocked from Samsung Experience Store). Yes, this is technically a month late, but I will take a month late but regular vs. no updates for 3+ months at a time. :D

Now the bad part...when I received my June 1st update AQF7 I thought that the version number looked rather familiar. I did a bit of digging online and realized that this is the same version of FW that was recently pushed to Europe and India to name a few that contained a number of software improvements, chief among which was a change to the nav bar that natively allowed showing/hiding the nav bar (see https://www.sammobile.com/2017/06/14/galaxy-s8-now-receiving-june-security-patch-in-europe/). Curiously, this change is completely missing out of the Canadian version of the same exact version of the update.

Thoughts or comments on this? I am not sure what to make of the fact that we are not getting a consistent experience across the board.
