how do i fix my phone ? i am nog recueving calls or messages..i found out my SIM has been dueled and someone has more access to my device and accounts than i do and i own the phone ...i cant factory reset and wipe all data and when i have trued things just go back to the way it was ...my phone is always in developer mode and i dont do gaming or programming ?

Welcome to Android Central! The first thing to do is to discuss this with your carrier. If someone has hijacked your SIM, they'll probably need to give you a new number and SIM card.
When you say "developer mode", are you referring to the Developer Options menu in the system settings?
