why it cant be updated

There could be any number of reasons why the update failed. You haven't given us much to go on (model number, carrier, current firmware version, rooted, etc).

You can reboot into Recovery mode and clear the system cache, and also perform a Factory Reset (this WILL wipe your data) and then try it again.
Or you could manually load the latest firmware using a tool called Odin.

Hello, anyone willing to help.
My GS3 is still at 4.1.2 and it won't let me update the software. The phone is rooted and it was given to me like that. I know what rooting is but, I need help just updating it bc every time I try it says "Your device has been modified. Software updates are not available."
My phone is from T-Mobile but is was unblocked so it could work with MetroPCS. The model number for it is SGH-t999. :'(

It won't update because if your device is rooted the OTA usually won't update it.
You will either have to unroot it, hard reset it or factory reset it.

Welcome to the forums!Is it the GT-i9300T (the Australia-specific version) or the GT-i9300 (the generic International version)?
Which carrier are you with?
What build is it currently running (see Settings -> About phone -> Baseband version)?
