Samsung Galaxy S4 Active Won't Update at All, Still 4.2.2

I've been trying to update my S4 Active, but whenever I search for updates, it always says that my phone is up to date even though I still only have 4.2.2 which is what I bought the phone at. I just factory reset my phone, but it still will not find any update. What am I doing wrong?

have you tried updating with kies ?

If your phone is not locked to a network, then the firmware comes from Samsung.
If a network locked phone, then it will come from the network.

I have the same issue - with a now unlocked (but previously network tethered) S4
Any thoughts / help welcome
