Samsung Galaxy s4 strange charging issue/problem

My Samsung Galaxy s4 will sometimes completely not respond to my charger. Usually, after a while all my chargers seem to become temperamental (only work in a certain position) and this current one is the same. However at random times, the phone does not charge at all. Even when I connect it to a brand new cable which isn't temperamental. The reason I think it's a weird problem is that it's fixed once I turn the phone off, take the battery out, replace it, and turn the phone back on. So I don't touch the charging port at all yet it works again? I'm just worried it's happening more frequently. Does anyone know what the problem could possibly be?
(Recently bought a new battery in the hope that was it, still same issue)
