Samsung Galaxy S4 will not charge or boot correctly

My SGS4 wouldn't charge so i restarted it and it started in safe mode. I took the battery out and started it again, it was fine, still wouldn't charge but vibrated every 3 seconds or so. Then it died, still not charging and not turning on now.

Sounds like a battery issue, I would try a new battery first.
