Samsung galaxy s8 auto brightness

Auto brightness is turned off on my galaxy s8 + but yet still seems to auto brighten when in the sun. Is this normal? And if so is there a way to keep the level of brightness the phone goes to when in the sun rather than having it dim once moved to a darker area?

Why is this normal when autobrightness is turned off? Doesn't make sense. Is there any way to stop it?

No way to stop it. And as far as defining normal I just meant every Samsung S8 and S8 Plus do it. I guess Samsung would have to answer "Why is this normal"
