Samsung Galaxy S9 Won't Push Notifications

[Android Central Question]

Here's my problem (amongst many with this phone....)
I put my S9 on Super Power Saving mode, use it for a while, then once I get some charge, I put it back on Optimized (normal) battery mode. Upon putting it back on normal, It will no longer push notifications from certain applications. Its different every time, but most of the time it will not push GroupMe, Snapchat, or Messages (the Google text Messaging app, not the default Samsung one). An example of my problem is that I will get a snap, but the phone will not vibrate, make noise, pop up the notif. on the lock or home screen. I am having to manually open these applications to see if I have received any new messages/snaps/etc.

Things i've tried:
Reboot
Soft reset (hold down Vol Down and Power)
Enabling ALL notifications and turning all notification settings to max.
Of course i've gone in and made sure that all notifications have been enabled.

I don't know how, but it seems that just sort of after a while it will begin pushing stuff again. It took me the longest time to figure out the SPS mode was what was causing this. For now I cannot figure out what it is that is making it start pushing notifications again. Any help would be greatly appreciated.

1. The phone doesn't push anything, the server pushes things to the phone.

2. If you have any kind of battery saving enabled, apps that get push notifications are usually put to sleep to save battery, so they won't get the notifications until you turn off battery saving. When you manually open the app it's no longer sleeping, so you get the notification. (Once you run an optimized app, it may stay awake for a fixed amount of time after it's no longer the foreground app.)

It's your choice - get immediate notifications or save battery - you can't do both at the same time. If you want instant notification on only some apps, disable optimization for those apps.

Hey bud, lets try and improve our reading skills and try this again.

IF you had read my blurb, I'm not running it on SPS mode. I put it into SPS, use it for a while, charge it up, then put it back into optimized (or normal) mode. Im very well aware that it will not show notifications while on SPS mode.

The problem is that once it is back on regular battery mode, it will not show the notifications on the home/lock screen, or make any noise/vibration at all.

I will apologize in that I used the word "push". I suppose what I meant to say was show. The phone will not show notifications or notify me in any way that there is a message waiting for me inside of the app.

It will not receive push notifications if the particular app is optimized.

The problem is that once it is back on regular battery mode, it will not show the notifications on the home/lock screen, or make any noise/vibration at all.

Because the particular app is optimized.

Go to battery optimization (in Settings) and disable optimization for the apps you want push notifications from.

So now it's back to normal after getting out super battery save mode , probably took little time to straighten after leaving back to optimized.
