In my Note9 I could measure blood oxygen in Samsung Health app. Is there any way to do it in my s22 Ultra?

I see it in my app. Try going to the menu button and choose Manage items. You should be able to add it from there.

I see the item. How do I get it to measure? If I click it merely opens old data recorded on other phone.

Mine check it automatically thru my Watch 4.

Not without a Galaxy Watch. The Note 9 had a Heart Rate sensor on the back for measuring HR and Blood Oxygen saturation levels but that's no longer present on newer Galaxy phones.
