Samsung note 10.1 and iphone 3GS

Does any one know how (or an app the would work) to get my iphone 3GS to act as a personal hotspot for the samsung galaxy note tablet wifi only. I did a lot of research before buying the tablet and was assured at the shop that my phone would work as a hotspot for the tablet, only to find it doesn't. If I had known this I would have purchased the 3G tablet. I need to have this access when visiting elderly parents who have no internet. Is there any app to download?? I have spoken to the main data providers who say I need to spend quite alot of money and but a mobile hotspot but is there another way??
