Samsung note II has flashing blue light and wont power on

well sometimes it does power on but when i plug my charger up, it immediately goes black and is dead. tried a few different chargers and same result. sometimes it wont come on at all and in top left corner there is a flashing blue light and wont respond to anything then just powers up on its own. pls help

i have it connected to pc USB charging but doesnt seem to go past 22% and it keeps crashing on a loop, turns off, turns back on continuously.
