Your phone is Unlocked but it has a Region, when your "region" gets Samsung pay you should get it also, as far as I know only US and Korea regions are the only ones with Samsung Pay at the moment, I think I read that UK is next, maybe in the next couple of weeks, so if your phone is from UK (if not you can go to XDA and learn how to change your phone's region, if you follow the instructions correctly it's safe) you should get it soon.

Depends on your phone's Product Code. The U.K., Korea and USA hsave Samsung Pay. Install Phone INFO ★Samsung★, free from the Play store and post your phone's Product Code.
