I feel so stupid now! It was on the wallpaper! When I took a screenshot of the wallpaper on my phone, the swipe up was turned on. It was off this whole time! Thank you SO much for sticking with this batty old lady!!

I had the same issue - fixed it by the following:

Open the Samsung Pay app>Settings (from the hamburger menu)>Quick Access. There's
several choices for swiping up from the bottom of the screen. Turn them all off.

Problem gone!
