Samsung have begun rolling out the latest important security updates to the Samsung Galaxy S5 models worldwide. Samsung promised regular updates in response to new Android threats and have been issuing a regular update to their phones. See, Galaxy S5 gets the S6 Smart Manager & Stagefright fix in new updates. The latest updates follow on from their August and September releases. Updates for carrier minority models are at the discretion of the carriers concerned.

You can't, as the carrier minority models on Android 5.1.1 have omitted this feature on their firmwares. They may include it in future updates.

Samsung obviously feel that this is a very important security update as they have now released some 100 worldwide updates in around a week for the various Galaxy S5 models alone.
