When I try and download on my samsung galaxy s3 4g australia model it does not download on celluar and it displays the blue diagonal flowing lines constantly. But the internet works on celluar as in surfing the web everything works on wifi. I have replaced the phone 2 times and the one I am using is my third. It does the same on two providers vodafone au and optus au. This is ridiculous please help me

What are you trying to download? Does this happen no matter what / where you're trying to download, or is it a specific file / site? If it's something from a website, can you post the URL?

It happens with everything I download including from the internet anywhere and the playstore.

How do I perform the 3G test with the program quoted above.

Thank you

Note: I don't have an S4, so the menus may be a little different than what I describe. In Application manager, make sure that the download manager isn't disabled.

On my S3, with Android 4.3, I'd go to Settings / Application manager. Then go to the Turned Off tab and make sure download manager isn't turned off. If it is, tap it, then tap the Turn On button.

How do I perform the 3G test with the program quoted above.
1. In the first screen scroll down and select the 'Additional Info' button
2. (First time only) In the next screen, read the caution message, check the checkbox and select the 'OK' button
3. In the next screen, select 'Device information'
4. In the next screen, scroll down to the drop-down list (its heading is "Set preferred network type')
- for my Verizon 4G/LTE phone the default value is: LTE/CDMA auto (PRL)
- if I change the value to: CDMA auto (PRL) then the screen flashes a bit and the Status bar changes to show 3G rather than 4G/LTE

So I put it into CDMA auto (PRL) mode and all I got was was a circle with a cross through it where the signal bars should be and no service, I am guessing this is because this network type is not is Australia or my network does not support it. Is their anything else I can do?

Well, there's a whole list of other choices that you can try in that drop-down list. If none of them allow you to configure the phone in a different network mode then I guess there's something different about the networks in Australia.

Have you tried booting into Safe mode http://support.verizonwireless.com/support/devices/knowledge_base.html/59242 to see what happens?

Let's forget the Google Play Store issue for the moment (I've been having problems with it for the last month or so) - can you provide a link to something you're trying to download?

I tried going to Safe Mode and trying to download the following pdf file

https://www.google.com/url?sa=t&sou...w4GoAw&usg=AFQjCNFsMV7xelFA2VETkOUetqn7WdlaZA

Then i got out of Safe Mode and tried all of the network modes in the app and they all allowed me to get internet access but not download except for the the modes: CDMA only and CDMA auto (PRL).

Is their anything else I can do, because this is getting really frustrating and their is nothing on the internet I can see about people with same problems.

Just to be clear:
1. When you click that link you don't see a brief 'Starting download' overlay on the screen?
4epy3a3y.jpg
2. You don't see the little down arrow on the far left of the Status bar? (see previous screenshot)
3. You've used a file manager to look in the default download location and you don't see anything there?

I'd normally suggest a Factory Reset, but since you're on your second phone I guess that won't help.
Have you tried using a different browser? What browser are you using?

Sorry we've been unable to help - this is really strange. You could try over on XDA - they might have some ideas.

You haven't enabled any data restrictions or monitoring apps?

When I use the default browser, I click on the link which i gave you and it says starting download and does have the arrow up the top and shows white strip going down. Then when I bring down the notification centre i shows the blue diagonal lines moving right. The title above this is <Untitled> BIG W | The lowest prices you'll find on brands. In the downloads application it shows In Progress and in the default download folder their is nothing about the current download. This is all on cellular, this download works perfectly on wifi on my phone.

BUT then I tried firefox and it downloaded perfectly on cellular YAY!!!. Then i tried internet and it still did not work. Then I tried the play store and still does not work. What can I do for this and does firefox use more battery.

Another questions is which is the best network mode to select in the Advanced Signal Status App

Thank you for all of your help,

Also can I remove the main internet app and replace with firefox?

You should be able to install Firefox and set it as the default browser

Then I tried the play store and still does not work.
Are you talking about installing apps or updating apps? If the latter, are you sure that you don't have the Play Store set to only update on Wi-Fi? (With the Play Store open, swipe from the left, select SETTINGS, then see if 'Auto-update apps' is set to 'Auto-update apps over Wi-Fi only')
What can I do for this and does firefox use more battery.
Looks like you need to use Firefox; no, it doesn't use appreciably more battery.
which is the best network mode to select in the Advanced Signal Status App
Whichever one gives you the 4G/LTE capability.
