Samsung S4 1337 ATT not able to make or recieve calls. everything else works.

was able to make calls after rebooting several times, but never with the back cover in place. Now nothing.

Bring it in to AT&T. If it's an account provisioning thing, only they can fix it. If not, they can advise you. (If the store can't, ask where the Device Support Center is.)
