Samsung S4 GT-I9505 sync tab and contact tab now missing

My phone samsung S4 GT-I9505 connect to kies3, but i open the Kies 3.0 the sync tab and contact tab which was the key functionality has now disappeared!

Also not working is the Music Effects. It's as if the SETTINGS menus are inactive

Sync Tab contact Missing on KIES3

First ever android phone, Galaxy S4, trying to get my outlook contacts imported, from samsung tutorials on KIES 3 , there is a sync tab,

I dont have that tab? just device info and backup?

How on earth can they call it a BETA when if for instance you are on a GT-i9505 and have installed Android 4.3 you are no longer compatible with KIES 2 and the upgrade to KIES 3 is NOT optional?
What a totally $tupid thing for Samsung to say.

I'm pulling my hair out now, SYNCing with MS OUTLOOK is an absolute must and when I bought the phone I was told you can sync through KIES, as you now cannot how do I get a refund?
