samsung s7 - black and broken screen, is it possible to enable usb debugging remotely?

the mobile is on and working, but touch screen is damaged and the screen is black. fingerprint is enable so i am able to unlock my phone.
i did not enable usb debugging on my mobile.
the phone is connected to the internet, i have both samsung account and google account so i was able to remotely install programs like dr phone and sidesync on my mobile, but i can not open sidesync and dr phone sending a code to my phone which i can not see. i tried connecting the phone to pc with usb cable but no luck.
is there a way to to enable usb debugging?

another question - my WhatsApp backup is not up to date as i did not have enough space on my google drive. i cleared enough space but backing up is not starting, any idea how to initiate backup from my computer? WhatsApp web is working and online on my computer.

For WhatsApp, I suggest that you ask them if there's some way to get it back to backing up. The address is android@support.whatsapp.com.
