Samsung S9 and Galaxy Watch

I received the Galaxy watch for Christmas. I have it paired to my samsung phone. I assumed that if the blue tooth on phone was turned off (simulating I left phone at home and wore watch) when someone called my cell phone, the watch would "ring". I am finding instead that the only way to call the watch is to use the phone number given to it when I added it to my plan (Verizon). Is this how it should work? My daughter has iphone/watch and her watch will ring if someone calls her phone and it is miles away or turned off.
 
Sounds like Verizon hasn't linked the watch phone number with the S9 number. They should route calls to your phone to your watch.
