Samsung S9 - notification/badges/ vibrate issue!!?!?!?!?

I have a samsung s9 and having issues with my SMS text program (google messaging) and also whatsapp. I can't get the damn thing to give me a BADGE counter WITHOUT vibrating. Yes, I've changed the settings to set ON

ON
-badges
-notifications

OFF
-notification style (silent) - NOT sound or vibrate

But it still vibrates when I get a message. And when I go to look at the settings, it's as if a ghost has turned on the OFF stuff from above. THe notifications are set to "SOUND" when I had it silent or silent and minimized before. (Both dont work by the way, phone keeps vibrating)

How to fix this?!?!?!

I was and then later I tried EVIE and it did a better job of the badge count overall for all apps, but that vibrate issue still happens. Turn off vibrate settings, and turn off notifications, but turn on app badges, if i did that, i dont get badges anymore.

If I turn off vibrate, and turn on notifications, but turn off the group messages, solo messages vibrate settings- I get vibrates...and it auto changes to "ON" by itself when I double check.

Yeah that's strange to auto turn on, maybe long press the app tap info and go to storage and clear data, cache and force stop it see what happens if it will stick
