Samsung Tab E Locked Up, Blue Line On Screen

[Android Central Question]

I have a Tab E that has a blue line moving about on the screen while the tablet makes a strange noise. The screen is unresponsive. Shutting on & turning it back on didn't disable this problem. I don't know what to do. Can someone tell me if this has something to do with Universal Switch and how I can get into my tablet to delete it?
