Scammers and spammers on phone

How is it possible that only when WE call back, we find that the phone number is out of service. Why can't the provider's (Comcast, Verizon, etc.) systems not detect those out of serviice numbers and stop them from reaching my phone! Obviously, these companies are worried more about selling their services than supporting the customers who already have their services ! I think FCA has directed these companies to find the solution to this issue. I am getting 10, 12, 15 calls a day on my Android Galaxy S9. Are they telling that their people don't have skills to match the skills of spammers and scammers, or they are not putting enough effort and resources into stopping this NONSENSE ! It is the same Indian guy who calls 24/7, right from 6:00 am till 8:00 pm, with a new number each time. WHY the **** can't this be stopped !!
 
But the providers ARE supposed to be doing those checks (in the US) as a result of the TRACED act. See the Consumer Protection Tools tab/page

Funny enough - I've started getting car warranty sales calls on my work land-line. However, they're not in English!
 
Welcome to Android Central! This is one of the reasons I love using Pixel phones -- the Pixel Phone app does a great job of screening out suspected spam and robocalls. I still get a few here and there that leak through, but they mostly get blocked.
 
Often what these scambag's do is they pull out old phone books and find past numbers of legitimate companies that have changes their contact information. Then they can hijack the reputable number that has some validity in its past.
