screen brightness dims and brightens

I have a tab 3 10.1 and I just noticed tonight that the screen dims and then gets brighter every now and then. I have auto brightness and per saving mode turned off. Anyone have any idea what it might be? I have the screen brightness set to just below half.

Are you using any battery saver apps ? It usually happens when some application tries to lower down the frequency.......... !!

I have the power saving mode off. I'm not are there are apps that can do that. I'll check though
