Screen Off Memo Inconsistent

Has anyone had any issues with the "Screen Off Memo" being inconsistent? I go to write on the screen when it is off and 90% time, it will not come up. When it does, I don't know what I did to make it work.

Everytime I have used it, you push the button on the spen and it will open the screen off memo.
