Screen turns on and shuts off when hitting home button (dark/covered)

So something I've had issues with recently is when I'm in a dark room (middle of the night) or my phone is in my running band (so the sensors are covered) when pressing the home button the screen will turn on and off immediately. I've tried like unlocking it but the screen still shuts off very fast.

Any ideas of what setting might be causing this? Uncovering the sensors or turning a light on is the only way I've found to make it finally keep the screen on.

And I'm stupid. There's a setting that says keep screen turned off. I apparently had it on.
