Screen unlock questions

I've noticed this on both my s9 and now my note that
when I go to unlock my screen it is brighter than when it is unlocked, if that makes any sense. I've got very sensitive eyes so at night I have it on blue light filter and the darkest brightness possible. but sometimes throughout the night and wake up and check my phone and it's just super bright until I unlock it. Does anyone know what I'm talking about? again when I was setting up my note a few hours ago I swear I thought I saw something about this but now I can't find it.

Also the ring around the camera can that be customized for notifications?

And is there any way to have the screen auto unlock with face recognition like the s9 used to without having to swipe up?
