"Seamless Switch" not working

I have two Samsung watches, Galaxy Watch 4 (WiFi) and Galaxy Watch 5 Pro (Cell). Both are fully set up, connected via Bluetooth and their respective Wear Managers installed (happens automatically anyway).

Seamless Switch is on but not working. Since getting the 5 Pro, I want to retire my Fitbit for sleep and use the Watch 4. However after I put the Watch 5 Pro in airplane mode, the Watch 4 will not autoconnect, it needs to be manual. Then the next day, it's the same problem in reverse. I put the Watch 4 in airplane and the Watch 5 Pro won't connect automatically.

As far as I've seen there's no other settings to change other than that seamless switch option.
 
Have you tried redoing your BT connections? Forget and re-pair all devices.
Android Wear IRC you cannot undo the Blutooth or it thinks it's a new phone and does a force reset (move to a new phone never works for me).
 
Figured I'd post an update.

It's randomly working. Didn't do anything.

Now the 'Sync Do not Disturb' doesn't work. I guess I can live with that but annoying nevertheless.
