This has been a known issue with Samsung devices -- they put a hold on Google Play system updates because of issues that were coming up when installing them. I believe they worked out the problems and are supposed to resume regular updates this month: https://www.androidauthority.com/samsung-roll-out-google-play-system-updates-3631291/
