Security patches allowed but not updates?

Does anyone else find it odd that after altering this phone by either rooting or using a custom ROM you can no longer do system updates but they freely allow security updates?

Which custom ROM are you on?
 
No custom ROM but it was previously rooted, then unrooted with SuperSu by clicking"remove root completely" or whatever that option is. G900R4

So, you are not in fact no longer rooted or on a custom ROM which is why you are receiving updates for your US Cellular model. The last update for this model that I am showing, is G900R4VXU2CPD2 which has the April 2016 security patch. This may have changed in the last 48 hours but it is not unusual for U.S. carriers to issue just a security patch as the FCC and FTC are breathing down carrier's necks...

The FCC and FTC are investigating how companies release mobile security patches
 
Just doesn't make sense how they allow the security updates with a previously modified phone but you don't have access to full OS updates

The key words are, "previously modified phone". Depending on your rooting method and whether you had a custom recovery installed, you may have blown the Knox security flag that shows in Download Mode. What is your current Baseband?
