I am getting it everyday as well. Who's your carrier? Mine is Sprint. I have an ATT device that is not getting it.

I have this as well, but on Tesco. It's actually stopped now, but every time I tapped it it would say I already have it. Mine was updated before 4.4.2 dropped

Go into settings>more>security>then scroll down to security policy updates and make sure you have automatic updates checked this how I got mine to stop.
