See password for brief second on app when entering

I know there is setting on Android that lets you hide password while entering, but I am being told an app can be designed to disable this feature so you are forced to reveal each character of a password as you enter it. Can you confirm this??

Is the concern that your phone is malfunctioning and briefly revealing each character as it's typed? Are you not believing what the app developer is telling you?
