I had some serious difficulty with trying to identify what service the little man on the bottom of my screen was, the official name, where inside the seemingly endless settings I would find the service, etc. so on and so forth. I have had this service on my Samsung Galaxy S10 Plus & Note 10 Plus (what I currently carry) and have really enjoyed having the ability to have anything on my screen read back to me by simply pressing on the little dude on the bottom right. This is a great option to add for anyone who often finds themselves behind the wheel or, like me, would rather be read to while I'm multitasking. The icon is out of the way, never intrusive and easy to get to if you're right-handed. I can see a larger phone being somewhat difficult to manage your thumb all the way over to the other side of the screen. It would not surprise me if the icon could be moved but I do not know for sure if it is possible because it's in the perfect spot for me.
After hours of research, picking apart forums & running into deadends I finally found a piece of info that put me on the right path. Everyone was talking about this little guy appearing on the bottom right of your screen by enabling something in Accessibility and that makes sense, however, there was nothing there for me that made the little dude pop up. Believe me, I tried everything!
In the end, I had to download an extension to Samsung's already robust Accessibility services. A simple Google search for 'download select to speak' popped up 'Android Accessibility Suite' inside the Google Play Store. Here is a link to it

After I installed the suite, Select To Speak appeared as an option under Settings > Accessibility > Installed Services. I toggled the service to on & voila, the little man was back!
I hope this helps someone because it was a bear for me to track down.
