Sending pictures using Wi-Fi

Can you send pictures using Wi-Fi and having mobile data turned off?

Using this phone is taking up all my Bell data. Not sure how to fix.

If you are talking about sending them via texting MMS, then no. That protocol only works over mobile data. If this is a big issue for you, I would suggest a different messaging platform (which also avoids the horrendous compression applied to photos through MMS).

For text with pictures try Google message app should work over wifi

You can also send photos and text over Messenger on wi-fi, or via email.
