Set Up A New Device - Not Detecting Device

I'm trying to transfer my info from my old to my new phone. So I backed up my old phone and trying to set that up on the new phone. The old is a Samsung, the new is a Nokia. So when I go to Set Up Device in Google, it says looking for device and cannot find any. I have tried to link the two via Wifi Direct, via Bluetooth, but they won't connect for tethering, and also connected to the same Wi-Fi. I have tried to follow step by step and this is the step I can't get passed. It's frustrating.

Try Samsung smart switch app with cable between both devices

Samsung Switch only works if you are transferring to Samsung or going from Samsung to Samsung, not from Samsung to a different a different company.

Double check that I believe you can you would need smart switch app on the Nokia, go to settings on Samsung>account and back up>bring data from old device
