What if you were to go to gallery, click on an image to view, then settings, then "set as picture as" : wallpaper?

I'm not on pixel yet, waiting for it, though this is an option I have on my Moto X 2014

I can change the wallpaper that way - but not the issue - thanks

ETA - factory reset seems to have cured it.
