Setup for Camping

Hey Guys,
So I have a chromecast and have been using it at home for a few years. Love it. But my wife and kids would like to be able to send the movies from my tablet to the TV in our camper when we are camping and the bugs, rain, or neighbors keep us from being outside. Not all campgrounds have wifi. So my question is, can I setup a simple netgear router (with no WAN connection) up and have the Chromecast connect to it? Then connect my tablet to that same router (Again, no internet) and stream them? Or does the Chromecast actually have to connect to the internet to work? I have a MIFI for work but don't want to blow through all the data for fear of the boss getting upset. My thought was to get this setup and leave it in the camper for us to use when we need to. Thanks in advance for the help.

I have tried to make the chromecast work without WiFi. It just can’t do that. Even connected to a router with an eithernet cable. Still does not work without internet. It’s completely integrated and needs to phone home.

Others please correct me if I am wrong. Chromecast needs internet to function.
 
It won't set up without an internet connection, but it should run without one. Just unplug the cable at home, turn on the TV, mirror the phone to the TV, and you'll see.

I did just that and it failed to allow a mirror of the a iPhone to the chromecast device.

Would even be satisfied with a mirror of a kindle fire to the chromecast. But that also did not work.
