What do I have to do to insure that when I reset my phone a keylogger is not being installed alongside?

Do I have to root it? Or load a new ROM?

A factory reset erases everything. If a Keylogger is reinstalled, that's on you and mishandling of your security. I.e. Installing apps from outside the Play Store.

If you're suggesting the keylogger remains as an OEM app, then it sounds like you have a cheap no name phone where the manufacturer baked malware into their version of the OS. That has happened, which is why those phones are so cheap.

In either case, having malware has more to do with user choices than actual vulnerabilities.
